But no, rolling joints is a very learned skill. Use a pipe or a bong, google "headshop + [where you live]" and go pick out a nice little $20-30 piece.
After that you tear it up/grind it up into smaller pieces, fill the bowl about 3/4 and smoke that. Apply the flame to the actual plant matter and smoke that.

Just like everyone else has said, that is terrible weed. It honestly looks more like dirt than weed. I say throw it out and make friends with someone who actually knows how to get decent weed. You will probably need to smoke all of that in about 15 minutes in order to feel anything from it.
