First things first, you want to make sure that they actually want to talk to you first. If it's just a hot girl that you're hoping to orbit, then forget about it, all you're going to do is ask questions and she'll just barely reply. Then, when you do ask questions, make sure it's something they can actually talk about. A good early question is "what kind of stuff are you into", and then when they reply ask them small questions that they can reply in length to.
For example, if they reply "Oh, I'm into music", you can ask what genre, and when they reply with "Indie" or something you can ask about what kind of bands they like and the such, and they should talk to you about it rather than just reply to your questions. Essentially, you want it to be a two-way conversation rather than a probe-and-find-out thing.

The big (and only, I guess) one is if they're replying with very short texts to your messages or not replying at all. Like, in the above example, if they say that "Music", and then once you ask about the bands they just reply with "Arcade Fire", and once you start asking about THAT, they just give you a word or two at best without ever asking questions, then either they don't want to talk to you, or they're just terrible at conversation, but either way they're not worth your time.
Another way to test that is to end the conversation with a statement as well, e.g. "oh cool, I'm into Arcade Fire as well" and if they don't reply or try to keep up the conversation, then give up on them.

People only wanna talk about themselves anyway. When someone messages you or says hi, it's usually because they have something that they want to share. Your role is to validate their story by being impressed/shocked/whatever the context requires. Then they will politely ask you 2-3 standard questions in return and pretend to be interested in your answers, because they feel obligated to.
I can't complain because I'm no different. I only care about what I have to say. But sometimes I don't wanna say anything. And then it becomes really stressful to reply to someone who's excited about something that happened.
