They were not a big deal. At the time cities were being leveled on the regular every single day.
The leadership used it as a scape goat to get out of war free.
You can't justify something like ever because in the end it's not the politicians or the war generals that suffer, it's the civilians, most of whom don't really want anything to do with war.

I don't really know if use of nuclear weaponry can ever be justified.
