As someone apparently attractive (I think of myself as average, people around me seem to think otherwise) I've experienced both. In my experience it's mainly about how you behave while [doing thing].
Not giving a fuck about everyone else is step one. Step two is realizing when you're being obnoxious or annoying. At least that's what worked for me.
Also, don't be desperate, especially towards women.
