It's not common but there are girls who do. I don't own pants at all myself. I work at Target and they tried to make me wear pants but since I'm Catholic I was able to get a religious pass to wear a modest skirt. Remember that pants offend Him more than a short skirt, as He gave each gender their own roles.
For the person who mentioned weather, what I do in winter (and I'm from Minnesota so I'm used to the cold) is invest in fleece lined tights. I got mine from Forever 21, they're really warm, especially if you layer 2. Then you wear your skirt over and you're good. They're inexpensive too. Like 4$ a pair, I think.
