I used to live in Arcata. It was cloudy probably 70% of the year, never got above about 75 degrees in the hottest point in summer, and had constant rain and fog.
Anyplace around the redwood forests will have weather like that, Redwoods get up to 25% of their water from fog, the areas around them are a much different climate than southern california.
