The rate of transmission male to female being 0.08% is only relevant to cases where HIV is already present. The "rate of infection" is used to determine which types of sex are the most risky, so anal sex is the riskiest and this is party of the reason GAY men have astronomically high rates.

This is an evolutionary trait because historically men are more likely to die than women. Men are more likely to die in accidents, this is due to men being engaging in difficult and dangerous work.
