Because suicide is illegal, and if you call that phone number they're assuming you're about to commit said crime. So they forcibly intervene using the power of the State to remove you from that situation and get you "help". It's implied that without their intervention you'll probably try to kill yourself at some point.

Because they think that they're helping you by telling you "no, don't do it, you have so much to live for" and they feel better because of it. Back when I had suicidal thoughts I had a very hard time finding actual information, because anytime I'd try to look something up all I'd get was people telling me not to do it. That's why I really respect sites like lostallhope which just show you statistics and methods without that preachy bullshit.
