There is nothing inherently uncomfy about smog.
The picture is comfy because in the middle of an otherwise alienating, stressful city a cave of warmth and safety has been dug out. It is also nighttime, or early morning, a time for solitude and quiet. This too contributes to the comfyness of the image.

admittedly I was the one who posted that image, but I find it to be comfy, in a surreal way. I also found STALKER a comfy video game, a lot of people disagree with me on that. Just look at never ending small corridor the protagonist is forced to walk through, how utterly small and weak the man looks compared to the walls, how his light cannot truly chase away the dense shadows and most of all the devilish figures.
