If the seeds were cleaned, either by you or by the vendor you purchased them from, then it's unlikely they'll have any effect. This is the most common issue I see with people new to poppy tea.

Where I live all brands of store poppy seeds are more or less washed, so it is like a lottery

That's not gonna work senpai, the bulb the seeds are carried in is filled with the substance that actually gets you high, when the seeds come out unwashed, this substance stays on the seeds and dries. You need to go online to get them, it will specifically state unwashed, ebay and amazon are both good places, but it can be expensive.
