Well that makes no sense at all to me. I'm in yurop though, here even if everyone in the building had the same isp, we would still all have different IPs so what you're talking about can't happen.
So either you're full of shit, or someone browed gay sites on your machine and you never flushed the cookies, or your connexion is unsecured and your neighbor is using it.
