Actually not 'some'. Those 'banlieus' you hear of were not some intended ghettos. They were normal -some very old- towns with normal centres with normal houses.
The government started building huge apartment blocks next to them to house people working in Paris. Those blocks would house more people than the old city and for decades people were content. Then the demographics started changing, and whites moved out because of the filth moving in. Eventually most of these 'banlieus' would have more immigrants than whites simply because they took over the apartment blocks; the original town centres remained white.
So in reality these towns are still white in its core; it's simply because of the buildings that were put outside of it that makes them have a non-white majority.
