I mean, poor regions, cities, and groups do always have the most crime regardless of race. You are almost right. It's a class problem, not a race problem.
With that said, black people do mostly kill other black people. While police in general are abusing their power, it's not white cops who are the biggest perpetrators of violence in black areas. They are a problem, but not the biggest one.
