I personally see no reason why we shouldn't have safe, non-damaging pe surgery, but I assume the logic is, if penis enhancement was effective and safe, men would augment themselves larger than what would fit in most vaginas.

Basically there is medical precedent of a person having a priapism (uncontrollable erection) for like 8hours due to funny circulation or whatever and it causes permanent size increase. I always thought it was because the penis is a lot more complicated than those other parts you listed, which are all just basically fat/bone/cartilage. With penises they have to be able to get erect which probably makes it harder to just alter physically

Eh, I don't really have a routine and I do not get any permanent increases from it. In the pic there is only 1 ring actually but it's doubled over (50mm diameter). It's somewhat stretchy so I can just put it under my glans normally and then pull it a little and double it over and then just roll it down to my shaft like a condom. Sometimes I put it on when I'm completely flaccid and use kegels to push blood into my dick.
Without the ring I'm just under 7" and with it just under 8", mostly because I'm pretty out of shape and thus suffer from some circulatory issues. Girth increases from around 5" even to just under 6" at base and 5.5" at the middle. After I take the ring off I tend to go flaccid pretty quick but the blood takes a while to go away, which essentially just means that I have a 7" flaccid dick for a few minutes.
Main reason why I even do that is because jerking off with a tenga fliphole or fleshlight feels a lot better with the ring. I should probably just exercise instead though.
