I dunno, depends on the country. You can strike gold if you live in certain Western European countries. I'm not NEET myself, but just as a test, last year I lived comfortably on 12k for the entire year. I think I could go lower if I had to.

Get a mcjob. Come home, don't fuck around, work hard on an album, novel, video game, movie, make some kind of invention or start a web site.
Do everything in your power to make it generate enough money that you don't have to work. If it makes money but doesn't continuously generate cash forever, put the money into properties and rent them out for passive income.

Yep. Rent and utilties for the year works out at about 7k for the year. Everything else goes on living expenses. I don't own a car (work from home in an urban area) and don't really have any hobbies that cost much money.
