I think he would be, assuming that the election is him vs Trump. Clinton is still far less popular than Obama and she leads Trump in most national and state polls.

I think he would know better. Even before the 22nd Amendment, only insanely popular presidents have even seriously considered it (Jackson), let alone actually done it (Teddy Roosevelt, FDR). Obama is still fairly popular, but not anywhere near the level that those three were at the end of their second terms.
