Not true. If you look online there are tutorials about how to disable the secret communications between Windows 10 and Microsoft's servers. My younger brother built his own rig and spent close to a solid 10 hours disabling registry keys and shit when he upgraded to Win10. Microsoft now pings his computer 10 times every four seconds for its data.
