If they lived pre 1945 and were an active member of the nazi party, they are a nazi.
If they support the nazi party, and carry themselves like nazi propaganda would tell them to, are successful and non-degenerate, they are nazi sympathizers.
If they have tattoos, histories of crime, or engage in degenerate actions and crime, they are skinheads, that the real nazis would despise and maybe even kill.
If they are below average in every aspect, blame their problems on the jews, and dont express their views outside of the internet, they are edgelords.
If they understand the nazis are bad people, though not worse than the USSR or communist china, do not support the nazis but do not believe all of the lies taught to them in the educational system, affirm the holocaust but know that it was nothing compared to what communist did, and simple accept there was nothing special about the nazis in a time period when every government was quite evil, I call them rational.

That's like saying nobody in nazi Germany was communist, since there was no communist party. The end of the institution of the nazi party did not end the nazi ideology. Anybody from any time period since nazism's inception who believes in the nazi ideology is one.
