This has coem up a few times before in these threads, the conclusion was that it would be impossible in the UK again, but possible in countries like Australia beyond of the vast wilderness. I'm still skeptical though that it would even be possible in Australia, because eventually the police would start monitoring car movements more closely, and because of Harold Shipman himself, the medical regulations have changed everywhere to make this impossible in future.

I'm not talking about people in the medical profession, just in general. I think it's possible if you live in a shit tier county in Africa or South America (but in those countries research on serial killers is so dodgy, records are poorly kept, and DNA evidence isn't a big thing so it's hard to say for sure). I guess it's possible in better countries if the offender is intelligent and knows what they're doing.
