You can buy hydrochloric acid at Bunnings, as well as other types, one of which I believe is even more corrosive than hydrochloric. Do your research and make sure the acid is as strong as possible and fast acting since you don't want this guy to wash it off/get treatment and spoil the results.
However, you really should just make a call to a lawyer, which will be free, and see what they can do for you. Make sure to communicate that this guy fired intentionally at your eye. He knew what he was doing.
