It kind of was, ten years ago the youth watched it on Toonami and shit. They youth today watch it for free on the internet, and the adults that still watch it.
The internet changed everything really. Anime streaming sites and download sites grew hugely in popularity over the last 10 years, fansubbing exploded allowing foreigners to keep up with anime as it airs. A lot changed over the past 10-15 years to make anime way more accessible to westerners.

Anime has been mainstream since Tom era Toonami, and even before that it showed DBZ, Sailor Moon, Voltron and Robotech.
When Tom took over it had DBZ, Sailor Moon, Gundam Wing, Tenchi Muyo and Ronin Warriors.
Then they added a bunch more shit like Outlaw Star, Yu Yu Hakusho, The Big O, Cardcaptors, Blue Submarine No. 6, Cyborg 009, and Rurouni Kenshin.
Most young adults are now at least open to it, if not watching at least one or more anime on a regular basis, because they grew up with it.
