Poorly worded, but I kinda get what you mean. To add to your point, I've had better and more meaningful discussions on here than on reddit, probably because of that upvote/downvote shit the other guy mentioned. It really is an echochamber there.
Reddit and 4chan both have their strengths - I don't think one is better or worse than the other, just that they both excel in different things.

IMO the majority of the banned ones deserved to get banned, like /r/BeatingWomen. A lot of subreddits the community generally hates/subreddits that ruin the echo chamber are fine and unbanned as well, and most likely will never get banned or quarantined (/r/TheRedPill, /r/MensRights, etc.)
