I may not understand your point, but getting any Linux distribution, be it Ubuntu, Debian, Arch etc. also implies getting the Linux kernel. Unless you can use those operating system without the Linux kernel.
Furthermore, you can use just the Linux kernel without any distribution, as you can 'build' your own using DOS. There isn't really any point in doing that, but it is possible.
