I'm really lazy when it comes to work related or school related shit but I'll go out of my way to lift 5 times a week 2 - 3 hours long while doing martial arts 3 times a week for 3 hours long and run every night for 30mins. I also spend hours drawing 2(minimum)- 4 hours to make sure my shit is good enough to get hired and I genuinely enjoy these things and would sacrifice sleep do make sure I keep doing these and keep my routine.
but I could never for the life of me bother to do shit I'm not interested in or go to a class that is useless. I can't even be bothered to clean the cat litter everyday.

get a marker board and post it on your wall.
make a top 10 list of goals to improve your life.
then to the side make a schedule.
instead of constructing your schedule in a checklist like: hygiene, studies, do some language lessons, me time, etc
construct your schedule in blocks: 1 hour of studies, 1 hour of exercise, 1 hour of language, 1 hour of me time, etc. this way you never get stuck on one thing and can have a clean slate and just try again the next day.
