That is the sole reason the program exists: to provide corporations with access to cheap labor in specialized fields. H-1B workers do not earn as much as citizens, and furthermore, we are producing plenty of graduates in these fields. We have the best university system in the entire world. Chinese and Indians come here to study; Americans do not go to shitty universities in China or India to learn. The only reason the program is utilized is because Americans are not willing to work for the wages enabled by artificial constraints intentionally added to the program. Namely that H-1B visa holders who become unemployed can be deported and therefore have ZERO bargaining power.

Furthermore, American citizens are under no obligation to oblige to a government program which threatens their livelihood. And that is precisely what the H-1B visa is.

On a global level, their security is guaranteed by a (very expensive) taxpayer-funded military. They live in a wealthy, orderly society because dozens upon dozens of taxpayer-funded government agencies, at the State and the federal level, work to keep it that way. They buy drugs that are FDA-inspected, they consume USDA-certified beef, they drink EPA-regulated water. And that is not cheap.
Simply by living here, they are using all kinds of public services, even if it's not obvious. Everyone is.

There's no such thing as a "globalized free market," especially when it comes to labor. Countries have laws on immigration (partially) as a means of regulating their labor market. I'm sorry. Every country on Earth does this. The United States enacted the H-1B visa program; the same program can be removed or modified to protect American workers.

We have laws on immigration, and they exist (partially) for economic purposes. So I'm not sure what you're implying here.
Every country on Earth does this. I cannot simply begin working as a programmer in, say, Switzerland, because Switzerland has laws prohibiting that. It is not a totally free market, it never has been, and it never will be, for good reasons.

Because, you know, as much as you try to deny it, there's a mostly unregulated globalized free market out there to the convenience of international corporations, carefully procured by a diverse collection of megacorps, there's a world out there filled with people that will work for peanuts.
So, instead of procuring through H-1B, a pool of skilled workers that will produce, spend, and pay taxes inside of the US, you decide, hey, just suspend it and because the world works in simplistic ways, mostly unregulated corporations are going to sit still and hire you for a competitive salary.

I actually wouldn't outright suspend the H-1B. I would raise the starting salary for H-1B workers (I think this is what Trump, Cruz, Sanders, and Sessions all suggested.) I don't know the magic number off the top of my head.
You're falsely equating the utility of a visa program and outsourcing (from the employer's perspective.) They've tried to outsource my industry, and almost every attempt fucking failed, and failed hard. Call centers got outsourced. When they tried to outsource programmers, the results were abysmal. I could go into the reasons, some of them are simple and others are technical.

So there's some benefits to the program and I'm not totally against it. However, the facts of the matter are, that the H-1B visa program is damaging, primarily to entry-level workers in specialized fields. And I see raising the starting salary as a way to mitigate that damage while still procuring most of the intended benefits (like tax-collection and in-sourcing the truly hard-to-find talent.) I'm not dogmatic on this.
As far as Trump himself being a CEO... I don't want to get into personalities, I'll just say on this specific issue, I think he has put forth a better policy than Clinton.
