Having phimosis is not detrimental as long as:
1. You can pull it back completely when flaccid, exclusively for hygiene purposes
And 2. It doesn't impact your erections. You don't have to be able to pull the skin back while erect, but you must be able to achieve full painless unrestricted erection.

Use your saliva to moisten it, slowly start pulling back, do it in the shower or when you have some free time, it's going to be really uncomfortable at first, but you have to do it. try rolling it back on your flacid penis and then getting yourself erect, stretching the skin with your fingers, pulling it forward/back etc.

There's nothing wrong with having phimosis as long as it's moderately mild and won't cause future issues. What I'm saying is that there's nothing wrong in not being able to pull the skin back while hard as long as that's the only time you aren't able to pull it back.
