Rice tip OP: Put the water and rice and seasonings in the pan. Put the lid on. Bring to a boil, then take it down to a simmer. Now DO NOT TOUCH THE LID FOR ANY REASON. Do not stir, do not "check on it", do not touch it. Go sit and shitpost and occasional make sure it's not boiling over. Cooking rice is the easiest thing in the world because over-pampering it leads to disaster every time anyways.
Uncooked rice isn't sanitary. Have you seen how it's stored and move around in production? They are lax on how clean they're when storing/transporting rice as they know it's all just going to be cooked at a point where all the harmful bacteria will die.

I don't eat rice as I don't wish to support gooks and shitskins. Oatmeal and buckwheat for me, white man's rice. Oatmeal is commonly eaten raw or soaked in water, not sure if it's as nutritious or not, though.

Generally you'll want to eat stuff alongside it. There should be a good number of things you can cook to eat with it but if you want the absolute dirt poor food with maximum nutrition, go with beans and rice and spice it up however you like. Dried beans/lentils/etc are super cheap.
If you just want to make it tastier, I think some people add stuff to it while cooking like garlic. Fried rice is also very versatile and you can basically cook it however you want with whatever you want. Can throw all sorts of leftovers in.
If all you're eating is just rice, you can do it like the Asians do and buy nori aka pic related and make rice balls. Soy sauce and jap furikake are relatively cheap ways to flavor large amounts of rice as well.
