Typically you pay the Jew landlord a service charge (in addition to your rent) that covers maintenance. Usually you and the old man downstairs are the only people actually paying because everyone else is on social housing payments. If Mr Jew Landlord decides he wants to paint the entire building, enjoy your thousand dollar bill.
