Well, first of all, we're all adults, and I enjoy the open stance this board directs towards pornography. We probably view more porn on average than normies, so what's wrong with a liberal stance on it? You can ban threads which are exclusively pornographic in nature, I guess, but I see no reason a thread should be deleted just because the starting post had an unrelated pic of a naked chick, which is a pretty common feature of threads on /r9k/.
I think a good rule is to delete any thread started by someone who can be judged to be a normie, or delete any overtly normie posters who attempt to hijack threads. This narrows the ambiguity down to a focus: defining what is a normie, and that shouldn't be too problematic. These might even be the only rules you really need.

Real wizards are almost impossible to find. Most of them aren't even really attached to the apprentice wizards that form communities around them. I visited that general once and felt sick. However you can't compare /r9k/ NEETs with /soc/ NEETs because /soc/ is primarily a normalfag board. Its entire existence was to appeal to facebook normalfags who wanted a place to stay.
