If he was shooting a crowded area then eventually police would judge the life of him and the one baby whose head gets crushed when he falls over from a sniper bullet to the head to be worth less than the lives of the people he will go on to kill in that situation.
More likely police would baracade off the area so he can't escape and he would be the only person there so he'd just give up

Babies (and human bodies in general) are surprisingly durable. If that guy fell, some of the babies would get hurt, but it's unlikely any of them would die. A sniper headshot from a reasonable distance could probably take him out.
