Jesus christ, man.This is a basic ability to understand facial expressions and body language. If you need to be literally trained to distinguish "fear and discomfort or disgust" from "interest or attraction"...
In general, you don't look at them first. That's "creepy" or "staring" or whatever. They look at you first, and it'll just be a glance, maybe they even hoped that you wouldn't catch them looking. But you catch that, you look back, and make a half second of eye contact. In that half second, you assess them: what does their face and demeanor look like?
If they appear embarrassed, they might be interested in you, but are self conscious about being caught looking. This is a green light for you to take over the interaction.
If they look away immediately and look like they're grossed out, this is a red light. This should be especially easy to distinguish. If they're not interested in you, it will show. They will tend to reflexively give off strong signals that they don't want you coming near them.
If they hold eye contact for a second or more, smile, smile bashfully, bat their eyelashes, glance down then return eye contact: all clear green light signs. Time for the show to begin. Grab your cane and tophat, she wants you to tapdance for her so she can inspect you.
