Does anyone else feel like the 00s were sort of like an "updated" version of the late 90s up until 2007ish or so?

07 is when the Bieber iPhone babby culture started. Kids stopped playing outside and became spoiled brain-dead shits. 90s shows on TV ended. 9/11 babies turned 6 and got phones in kindergarten. Adult Swim stopped showing the chill Japan bumpers. The Internet lost all its uniqueness as normies flooded it. Tumblr was founded. etc. etc. etc.

2007-2008 really did see a lot of changes. before that it was alright, at least most of my childhood was spent in the better part of the decade (i'm 20 now)

I think 2008 is when Zeitgeist shifted. From 2009 and on, each year almost blends into the last whereas before that, each year can be more clearly distinguished. 2010 for me is the year that the internet so ubiquitous among normalfags with the rise of social media really accelerating that year. There is a big correlation with the switch from computer/laptops to smartphones/tablets that started around then. I think this is what shaped the internet as we know it today: most of the content centralized onto a few large websites in which people predominately interact with IRL friends as opposed to strangers on internet forums. People constantly connected to the internet through computers in their pockets. The social media bubble is the new dot com bubble. Basically, 2010 is the year that the internet lost it's uniqueness.

To address your first point, I would argue it's 2008 when the shift from the 00's mindset to the modern, sterile one occurred. I do still think that the 2000's as separate from the 90's though I would say that these decades have more in common than the 2000's and the 2010's.

Yeah, I think you're right. The 90's ended in 2007.
I'd also say that the golden age of the internet happened between 2000 and 2007. Just like the American West, the fun part was between when people first started to get involved to when so many people got on board that they ruined it.

This. Only little teens born after 1995 think the 00s were anything to feel nostalgic about. The whole decade was bland and forgettable and you're just trying to hard to feel like you were apart of something. The 2000s were absolutely nothing special who cares. Your childhood was just 9/11 and you don't even remember it. The 2010s are actually way more interesting than the 2000s, take it from someone who remembers the early 90s.
