Ownership by any number of members of the public? Ownership by 20 members of the public? 1000?
It's easy to imagine a system containing both public ownership and authoritarianism. Mutual firms plus an authoritarian state. Or perhaps the entire public owns many things collectively and there's also an authoritarian state.
