I work for a disability care company. I'm fairly certain he isn't living in a hospital/large facility, and I'm almost certain he isn't in group home style accommodation. We would have seen more people if this was the case.
There is the possibility he lives in a cluster of apartments for the disabled and carers visit each apartment as needed, or that at least one of the two people we have seen is a live in relative and he's in the family home.
Where possible people like beastman are helped to live with their family with supports like home helpers, day activities to go to once they are done with formal education(often they go to university to save face for their family, however beastman's perversion may prevent this) and respite. Group homes, disability or even worse aged care facilities are like the worst possible acceptable option. From what I understand this is the same on Japan as in most of the world. It's basically an international standard.
I haven't mentioned this before, but the fact that he's getting recorded like this is pretty unusual. Just like anyone else beastman has a right to privacy, and unless some shady shit is going down or he's not in the system at all, his family have got the legal right to make decisions for him and have had to have it confirmed with a third party that the recording is in his best interest.
