If you have the money honda has a 500cc that's 35kw, right on the edge of the limit for EU if you're under 24. I recommend it instead of the 300cc ninja since it's single cylinder iirc. Also get an exhaust, sounds so damn good.
And it's an amazing feel to ride one nevermind the social benefits. Going on spins is the most relaxing thing man. Absolutely all the feels go away when you're on the bike as you need to be 100% focused on the riding. Best and ultimate form of escapism from feels.

In Illinois for example, if you buy a new motorcycle and it's a complete piece of shit that never runs despite repeated repair attempts under warranty, you have no recourse.

Unfortunately real mopeds tend to be somewhat unreliable--mostly due to their age. If you buy one, be prepared to spend time and money replacing worn-out parts unless you buy one that's already been fully refurbished.

It's not that hard if you already know how to operate a manual transmission on a car. If you don't, then getting used to the clutch and gear shift can take some time. You can take the motorcycle safety course, but in my experience they tend to assume you already understand the concept of a gearbox and clutch. If you don't, then you might fail the class, or graduate at the bottom (the latter of which I did...I came in last place and was like one point above failing because I had no clue what a clutch or gear shift did until my first day of class wherein I basically figured it out by accident).
