It's because we read through recognition, not total analysis. We do see the second 'the', but the brain thinks 'oh I already saw that' and disregards it.

I am from the linguistics department, and I am here to help.

This is pretty much a unique feature of English. It s a bit more prominent in spoken language. Basically, you can get away with stuffing the sentence with excessive ammounts of grammatical fluff and filler, and most people wont notice. (grammatical = having no actual meaning based in the reality you speak of, only helping you form the sentence)

This is due to the weak words phenomenon. Studies show that native speakers dont even actually hear the weak words, unless they focus on them. While you couldnt specifically get away with doubling the "the" in speech, due to speech rhythm and such, it is a similar phenomenon. Your brain first looks for lexical (=having meaning based in reality) words and constitues a meaning. Only then does it come back to analyse how grammatical words attached to the lexical words may shift this meaning. And words which have no apparent connection to the lexical part of the sentence are ignored.
