Me thinks it has to do with the bone structure. The area under the eye becomes hollow. People get fillers to fix this.

These two are pretty much the biggest reasons.
Though you mostly see bags under the eyes in children because of sleep deprivation, after the age of 25, anybody with bags under his or her eyes does not have the ideal skull structure that would be considered beautiful (a 90 degree gonial angle in men and 135 degrees in women; a long mandibular ramus, etc.).

I disagree with the idea that someone with dark circles don't have ideal bone structure. Some guys just have really high, flared cheekbones that causes a boney, hollow appearance, yet they're still very attractive.

Holy fuck, I thought it was just me.
I dunno why, but I pretty much have perma-bags under my eyes. Dark ones. It doesn't matter how consistently I get 8 hours of sleep; I get them anyway. And I know for a fact it's not a health or nutritional issue.
To be honest, I kinda like them. Sorta goes with my all-black look without having to wear makeup.
