I'm going to answer this imagining that you are at least somewhat attractive.
The best strategy is next time you see her on a run, give her a big smile and a small nod. The time after that, do it again, with a hand wave. After that, the next time you see her slow down and make to stop, showing her that you want to talk.
You then have two options. The first is better, but I'm guessing you will be too autistic to follow this route. Say "Hi, I'm sorry to stop your run. I see you jogging here all the time, and I know this is extremely forward but I was just wondering whether you wanted to grab a drink sometime and discuss jogging tactics?" If you do this, you will know for sure whether you have a chance. If she says no, you've lost nothing, as there is no way she would have slept with you regardless of how you met. This is a non-threatening and direct way to ask someone out on a date, and girls lap that shit up. If she tries to remonstrate, protest lightly ("come on, just one drink! I know a really fun bar!") but don't push your luck or you will come off as creepy. If she says no, remember, you never stood a chance anyway. This is your best option.
