If she is unmarried still with the child(ren) of her second pregnancy being born than in order for her to continue receiving state support, she must undergo tubal ligation to prevent her from having further bastard children. Simply put she'd be allowed one mistake, she wouldn't be allowed two, but at least the children would still be able to receive necessary financial support to grow up.
