Okay, look, ill explain this from my point of view.
Make up can add a lot to your face. I love eyeliner combined with dark lip stick. However, its only good at boosting your looks for a short time.
Caking your face in makeup is one of my biggest turn offs. It looks funny and is an immediate red flag for how self conscious/shallow the girl is and how little she knows about skin care.
First focus on making you skin healthy. This automatically will give you a better complexion and eliminate the need for makeup entirely. Drink more water, apply natural moisturizer (extra virgin olive oil is top notch), get the proper amount of sleep, eat somewhat healthy, and wear sun block when you go outside.
You should have been doing those things already but the average girl doesnt know shit about taking care of herself or her skin so she ages far more rapidly than she should. Avoid drugs and alchohol too. The partying scene only puts a lot of mileage on you.
The natural look is always the prettier one. I like it when women look sickly, pale, and tired anyways. Makes them look Human and comfortable to be themselves. The ones that walk around like clowns are shit.\

The worst thing is I know that putting makeup under my eyes will only make them worst in the long run because it thins the delicate skin. I'm probably in the minority here when I say I like odd colored lip colors (dark purple is a favorite). For me personally I'm usually only bothered by lipstick because of the thought that there might be kissing going on later. I also think it's gross when I see lipstick on a glass but that might be a weird autistic thing. I can definitely appreciate when a girl does an elaborate look because I can see it as an art but don't expect every guy to feel the same.
