IMHO fascism is necessary to develop adequate infrastructure and keep a nation secure from outside sources. One strong commander making most decisions with the help of an advisory council is ideal, but the commander must be moral and have the nation's interests above everything else. Also, the question of secession which often fucks things up.
Once adequate infrastructure/common language/national defense/economy are built up, then the government can stop tightening controls and power can be distributed locally. Like the federalist system but with more local power. The US fucked up by not having a supreme leader at first who would BTFO slavery and transition the US to gain territory much faster than it actually did.
