Those numbers mean nothing without clarifying what they mean. Are those the number of paddlings administered? The number of students paddled? Are those public schools or private or both?

Also, 32 states have outlawed corporal punishment in schools and all the states you listed are at the epicenter of a section of the country (Old South) that still allows corporal punishment. That bar chart doesn't even say what percentage of the nationwide instances of paddling those states account for, so you could literally be showing 95% of all paddlings in the nation on that graph.

In Texas, public schools paddle children with parent release.

Many parents do sign the release, because the alternative most of the time is that the child is suspended from school, and parents don't wanna deal with babysitters.
