There are situations, where you would say "and me". Basically, if it makes sense to say "I", you say "and I", if it makes sense to say "me", you say "and me".
"Frank and I are going to the movies" makes sense because "I am going to the movies" makes sense; "Frank and me are going to the movies" is dumb because saying "Me am going to the movies" is dumb".
"They went to the movies with Frank and me" because "They went to the movies with me".
