First of all, the Germans bombed the shit out of Polish cities at the start of their invasion. This photo shows the town of Frampol in Poland before and after the Germans used it as a practice target, naturally with all of its citizens still present.
As for the British:
A flight of German bombers got lost during the BoB and ended up dropping their bombs on civilian targets instead of the military ones they were supposed to attack.
The British thought it was on purpose, so they said "fuck you" and attacked German cities the next day.
The Germans, in turn, responded by shifting the full force of their attacks to cities (what became known as The Blitz), which ironically lost the BoB for them because it took the heat off of the RAF at a critical time and allowed them to retaliate and eventually drive the Germans out.
