I was laying in bed thinking about this last night.
The second is correct. Humans have roughly the same bone structure as dogs, so clothes should fit the same way. IE, pants are fastened above the pelvis and cover the lower limbs.
The first one only makes sense if we covered the bottom half of the animal, as if pants are a liquid.
I don't see any point to the first one.
Although maybe from a dog's perspective it would be easier to poop that way.
