Why is Microsoft so far behind Google and Apple in terms of design?

Why is Microsoft so far behind Google and Apple in terms of design? Google has proven they take design seriously with their Material guidelines and it is paying off. I don't know if Apple has any design guidelines but it is in their DNA, which has for years attracted good designers. Microsoft though, what a mess. Windows Phone? Bleak. And while the technology may have been good, the UI in Windows 8/8.1 can only be described as a trainwreck. Did anything improve in Windows 10?

Uh, except they broke their own rules in their own apps. Besides, material design sucks. It has zero feedback, shitty usability, all just because
