Because when r9k created the people who came there had left /b/ because they were tired of uninspired shitposts, trolling and recycled content.
The result was you had a board full of people who actually cared to police their own quality content i.e. not bumping obvious /b/-tier content.
r9k 2008-2009 was legitimately good, after that blogposting and eventually feelposting took over the board and its slipping more into livejournal-esque content ever since. Also the /r/4chan influx when 'rare pepes' and 'normies' got popular polluted the user base even more with undesirables.
