Mine is Assassin's Creed 2, although GTA San Andreas is pretty close.
Just the atmosphere, the music and the beggars bring it so finely together. It's like living inside a painting.

It hads great characters, great music (Ezio's family is a GOAT-tier song) and awesome gameplay. One of my favorite games ever
