Well I used to have thin soft hair on my upper arms and back, like forearm hair. Then I got bullied about it and girls put me down about it so I shaved it and it grew back with two hairs in most follicles and it's thicker and darker than it was. So no I don't think that's a myth, I'm living proof.

Just trim the hair, don't completely shave it. The hair at least grows in an appealing way instead of fucking pube chest so you're not fucked or disgusting.
