Your answer is yes. A 380 is in the simplest of senses a 9mm bullet with a shorter case meaning less powder. 380s are used primarily as packing pieces due to the smaller cartridge size and less pressure making it easy to make a smaller gun.
All rounds are deadly especially at point blank range. The 380 should probably not be used for combat at ranges beyond 25m mostly due to the gun that's used. Compare a 4inch barrel to a 2inch as well as down range force. But at point blank ranges and the bullet type used they are as deadly as your ability to hit your target precisely.
